Homes and roofs in New York City

Most NYC homes have flat roofs — brownstones, row houses and walk-ups with built-up, modified bitumen or EPDM membranes — while parts of Queens and Staten Island have pitched shingle roofs.

Common coverings here include asphalt shingles, clay and concrete tile, standing-seam and other metal roofs, and flat roofs with modified bitumen, TPO or EPDM membranes.

Weather, storms and access

Residential roof work needs a DCWP-licensed home improvement contractor, and Local Laws 92 and 94 of 2019 require solar or green roofing when an entire roof deck or assembly is replaced. Nor’easters and the remnants of Hurricane Ida (2021) tested drains and parapets.

A roofer checks the covering, flashings, valleys, penetrations, gutters and the deck or battens underneath, because a leak inside rarely sits directly under the damage on the roof.

Licensing and building rules

New York State has no statewide roofing licence. New York City requires a Department of Consumer and Worker Protection (DCWP) home improvement contractor licence for residential work, and Westchester, Nassau, Suffolk and other counties run their own home-improvement licensing.

Roof work follows the NYS Uniform Fire Prevention and Building Code outside NYC and the NYC Construction Codes in the city, where Local Laws 92 and 94 of 2019 require solar or green roofing when an entire roof deck or assembly is replaced. Snow-load design varies by county.

Typical roofing work in New York City

Emergency leak repairs and tarping, storm and hail damage, shingle and flashing repairs, ice-dam damage and ventilation, flat-roof repairs, gutters and full re-roofs. Every roof is different, so it is inspected before any work is quoted.

Stay off the roof yourself, especially when it is wet or after a storm. If you are claiming on insurance, photograph the damage from the ground and keep receipts for any emergency covering.
